This first job for the heist cost me ~2500 energy...are you kidding me? I have 9k energy and can't even get through more than 3 jobs at once. If I'm gonna be a squishy LSI that can't beat anybody even close to my level, should I not benefit from getting through jobs easily? The scaling is dumb.

Give it a rest all the LSIs, you rule the casino and MMB events. You can farm Westside for LTs. These heists are made to even it out for everyone. I have toons ranging from 400E to 1350E and the job heists cost each about 1 refill per job.
I can spend about 12 refills plus the leveling up to get 10 shards. Or spend those 36 refills in an event for a specific epic. Either way, it's about the same for me for an epic.
I imagine a 9k E toon doesn't have to spend much during regular events to get the epic LT. The heists aren't cost effective for you, but they are for smaller toons.
This game needs some kind of balance and I appreciate these heists. I know many other players do too.
Every build has its positives and negatives. This game generally caters to the LSI, please stop complaining when one or two things don't go your way. They changed the battle list for you, events are for you, dice jobs are for you, do I need to continue?

True, I can do dice jobs. Although even with a 9* Kate in my lineup I consistently lose to people that are half my level. I also cannot beat a single player on my battle list. I am level 1400, and my list is populated with players that are levels 800-1500. However, these players are all much more BSI based than I am. This is why I have to resort to farming level 500-600 players in empires to get my battle rank.
The only benefit to being super LSI is that yes, energy based events like roulette are much cheaper. That is literally the only benefit though.

The heists were created so that everyone has same opportunity at rewards. Each of my toons cost nearly the same refills for any of the heist.
You built a very unbalanced toon and that was your choice.
Battle list is based on your attack/def/ BR and level- you should be able to beat some of the people on their, that's part of the update to the battle list a year or so ago. Again, you have an unbalanced outlier toon, so things aren't necessarily made for you.
If you had a lvl 1k toon, with only 200E/S the heists would be crazy expensive because the toon is such an outlier.
You probably added too much energy, because I'm guessing you have completed all the jobs and your only stat points come from leveling now. It will take you awhile to balance your toon.
It's impossible for devs to cater to everyone and possible build. The boss and job heists cater to BSIs our new LSIs that can level quickly. EvE heist cater to active players. Most events cater to balanced LSI (except battle Royale). Battle list was changed from being level based to power based because of player feedback.
If you build a toon that unbalanced and so far beyond most players- I'm guessing you are on top 5% of player with that much energy- you are going to have negative consequences.
I had 300E/S on my first toon for a long time, my BSI was over 7.5 at one point. Problem was I couldn't level and my minis started to pass my "main.". So now I add a little E And S- up to 500, but my BSI is down to 6.8. We all make choices about our toons and how to build them. All actions have consequences.
