Character transfer fail (account transfer bug) (Game Center)

I have found it impossible to transfer characters between two existing (used) devices.

I am on iOS 9.2, so this is a gamecenter bound account issue.

I had previously transferred characters from an old phone to my new phone.

Account A from Device 1 to Device 3 with
Account B remaining static on Device 2.

This may complicate things, but was done over a year ago.


I now want to transfer Account A to Device 2 and Account B to Device 3. Simple swap.

On either device, i can initiate a charachter transfer and temporarily load the other account to it. However, when I open the other device, it remains on the previous (transferred) character, so that both devices are on the same toon. If I initiate a character transfer on the second device, it acts like it works but just resets the 2 hour and 48 hour clocks, both accounts are transferred back to the previous devices. No swap.
